Despite this position in government being essentially a token position and quite useless they actually do serve the american people in a few ways including...

 

1. President of congress

   1. breaks tie votes

   2. acts as a liason between congres and the president

   3. influences congressional votes to favor bills in favor of the administration's policy goals

The Vice President also ussually specializes in policy areas the president is weak with. But when you look at the scope of government the vice president does very little until the president dies.
